The Open Directory Project uses volunteers to review and categorize sites. According to the site, each volunteer will accept only quality sites into the directory. Submission and listing is free.
Part of Yahoo! results are from the Yahoo! directory. These are sites that Yahoo! personnel have hand indexed. Sites in some categories can be submitted free. Other categories require or have as an option use of Yahoo! Business Express (low-$$), which guarantees review within seven business days.

The Pay Per Click Search Engines site contains a list of more than 100 different pay per click search engines as well as reviews for each.
To list in the FindWhat pay per click search engine you can open an account with a small non-refundable deposit. Initial click charges are deducted from the deposit. There appears to be no minimum bid.
Google AdWords is one of the most popular pay-per-click programs. AdWords listings are included on Google search result pages and AdSense publishers' Websites. Your account is charged when someone clicks through to your Website.
Overture.com (Yahoo! search marketing solutions), owned by Yahoo!, is another prominent pay-per-click search engine program. Choose your own search terms and how much you will pay for each visitor. Your account is charged each time someone clicks through to your Website. There is a low/low-$ monthly minimum.
